The Libyan oil terminal town of Brega has been targeted with air strikes, sources in the town said. The strikes come a day after clashes between rebels and government troops in the town in which 14 people died. Forces loyal to Libyan leader Muammar Gaddafi took control there on Wednesday morning but were forced out by opposition fighters later in the day. Col Gaddafi has lost control of the eastern half of Libya during two weeks of unrest but has vowed to fight on. In a televised speech on Wednesday, Col Gaddafi also said that thousands of Libyans would die if Western forces intervened. Thousands of people are thought to have died in the violence after security forces fired on protesters in the early stages of the protests.

“Gaddafi Forces ‘Bomb’ Eastern Rebel Town”

9.14am: More on the bombing of Ajdabiya – about 75km from Brega which has already been retaken – from the Associated Press:

The witnesses told The Associated Press they saw two warplanes bomb the eastern part of the town of Ajdabiya at 10am (8am GMT) local time Wednesday. They also said that pro-Gaddafi forces were advancing on the town, some 470 miles (750km) east of the capital Tripoli.

Ahmed Jerksi, manager of the Sirte oil company which runs the facility in the eastern town of Brega, said pro-Gaddafi forces retook control of the facility, south-west of Ajdabiya.

 

Pro-Gaddafi forces have attacked the eastern town of Ajdabiyah using warplanes and seized a nearby oil facility, reports say. Witnesses near Ajdabiyah claim two warplanes bombed the area 500 miles from Tripoli and say Colonel Gaddafi’s forces are advancing on the town. The reports come as rebels confirmed that the nearby town of Brega had been retaken by the leader’s forces after a bloody battle. “It’s true. There was aerial bombardment of Brega and Gaddafi’s forces have taken it,”said Mohamed Yousef, an officer in the town of Ajdabiyah. Colonel Gaddafi’s retaliation is the most significant since protests began in the east two weeks ago.

Almost spontaneously, the Libyan city of Benghazi has been galvanised into action. Residents have taken on the challenge of normal life just as dynamically as protesters took on Muammar Gaddafi’s toughest troops. Ayman Nas is on one of a series of committees that have sprung up. “The banks started operating, and next week hopefully the schools will start and the university,” he said. “Yesterday we tried to maintain the police department… then the security, the education. Everything will be as normal, as before.”  Zinedine is working frantically to produce placards for the protesters, mocking Col Gaddafi in a variety of languages. I asked him who organised this whirlwind of activity.  “It happened spontaneously, everything has just fitted into place. I think this is destiny, it is fate. It is a wave that is spreading, and everything is just fitting into place. It is the will of the Gods.” At a secret location, I was given access to the Voice of Free Libya. It is a makeshift radio station cobbled together after the state TV and radio headquarters was burnt down by protesters who were furious at the propaganda that used to be pumped out.

Public Worker Protests Spread From Wisconsin to Ohio

In what union leaders say is becoming a national fight, protests against legislation to restrict public employees’ collective-bargaining rights spread from Wisconsin to Ohio. In Madison, Wisconsin, crowds that police estimated at 25,000 engulfed the Capitol and its lawns yesterday during a third-straight day of protests as Democratic senators fled the legislative session. In Columbus, Ohio, about 3,800 state workers, teachers and other public employees came to the statehouse for a committee hearing. President Barack Obama and House Speaker John Boehner, an Ohioan, argued over whether the bills are “an assault on unions.” Ohio firefighters Dave Hefflinger and Jerry Greer said they were. They stood near hundreds of workers elbow-to-elbow in the statehouse atrium and listened to a Senate hearing through speakers. Chants of “Kill the bill” echoed. “We’re here to support our brothers and sisters,” Hefflinger, a 27-year veteran, said in an interview. “They’re trying to take away what we fought for all of these years.” Hefflinger, 49, and Greer, 39, members of the department in Findlay, Ohio, drove two hours south to protest the bill. The measure would eliminate collective bargaining for state workers, prevent local-government employees from negotiating for health insurance and replace salary schedules with merit pay.

With states facing deficits that may reach a combined $125 billion next year, Republican governors including Wisconsin’s Scott Walker, Ohio’s John Kasich and New Jersey’s Chris Christie are targeting changes in rules for collective bargaining and worker contributions for health-care coverage and pensions. Wisconsin Walkouts In Wisconsin, Walker championed a bill that would make public workers bargain only for wages and require them to pay 5.8 percent of their pension costs; they pay nothing now. They would have to foot 12 percent of their health-care premiums, up from 6 percent. Police and firefighters wouldn’t be covered by the measure. Fourteen Democratic senators disappeared from the Capitol yesterday, just as the Senate was about to begin debating, according to the Associated Press. Their flight brought the debate to a swift halt by denying the chamber a quorum, the news agency said. ‘Don’t Blink’ Yesterday, University of Wisconsin-Madison students walked out of classes at the urging of student government and campus newspapers and marched to the Capitol, about a mile away. There, they joined protesters who filled the rotunda to chant, bang drums and sing, and spilled outside. In a telephone interview Feb. 15, Walker said he spoke with Kasich about the demonstrations. When asked for advice, Walker said, “Don’t blink.”

The White House’s political operation, Organizing for America, helped to build crowds using social media, the Washington Post reported today, citing an unidentified Democratic Party official. Obama himself spoke to Milwaukee television station WTMJ. “Some of what I’ve heard coming out of Wisconsin, where they’re just making it harder for public employees to collectively bargain generally, seems like more of an assault on unions,” the president said. Boehner, a Republican from a Cincinnati suburb, responded with a statement saying he was “disappointed” that Obama criticized Walker. “Republicans in Congress — and reform-minded GOP governors like Scott Walker, John Kasich and Chris Christie — are daring to speak the truth about the dire fiscal challenges Americans face at all levels of government, and daring to commit themselves to solutions that will liberate our economy and help put our citizens on a path to prosperity,” Boehner said. The bills are state-level skirmishes in a national battle, and the purpose is to undermine labor unions and the Democrats they support, said John Russo, a professor and co-director of the Center for Working-Class Studies at Youngstown State University in Ohio. “It’s really an ideological battle that’s being fought across the country right now,” Russo said yesterday in an interview while waiting to testify before the Ohio Senate Insurance, Commerce and Labor Committee. “This is a real teaching moment. Let’s have this debate about the role of the public sector.”

There were 50 witnesses scheduled, and Chairman Kevin Bacon said the committee would hear them without a break. “This is a true test of democracy,” Bacon said. The statehouse spokesman, Gregg Dodd, estimated the crowd at about 3,800 and said it was the largest gathering inside the statehouse since it was renovated in 1996. Mixing with protesters were members of Tea Party groups who staged their own rally in support of the legislation. Mike Wilson, who founded the Cincinnati Tea Party, said the bill is an effort to restore balance between governments and their workers, who he said are overpaid. “This bill is not on attack on public employees; it is not an attack on the middle class,” Wilson, 34, a technology consultant, said at the rally. “This bill is about math.” Joe Rugola, the former president of the Ohio AFL-CIO who also is executive director of the Ohio Association of Public School Employees, said he represents bus drivers and janitors who earn about $24,000 a year. “I’m still looking for this privileged class of workers,” Rugola said in an interview while waiting to testify. “This is just part of a national attack on working people.” To contact the reporter on this story: Mark Niquette in Columbus, Ohio at mniquette@bloomberg.net

US union protests: Wisconsin Democrats avoid police

Democratic senators delaying a vote on an anti-union bill in the US state of Wisconsin have avoided police sent to find them. Republicans sent state patrol officers to the homes of Democrats who have fled the state to deny the senate a quorum for a vote on the bill. The Republican governor says the move to strip public workers of collective bargaining rights is needed to help balance the recession-hit state budget. Union protests have hit several states. Other Republican-led governments have moved to curtail unions by restricting their ability to organise and to raise money. In Indiana, Governor Mitch Daniels on Wednesday called union public sector workers – teachers, rubbish collectors, prison guards and others – “the privileged elite” and suggested their salaries had inappropriately grown while private sector pay had not. After two weeks of protests, the Ohio Republican government is pushing a bill that would prohibit public workers from going on strike but would not forbid collective bargaining. Meanwhile, Democrats in Wisconsin’s Assembly, the lower house of the legislature, agreed early on Thursday to a deal that could limit debate on the anti-union bill and allow a vote later in the day.

Republicans hold majorities in both houses, and the bill was expected to pass the Assembly. But 14 Democrats in the Senate remain in virtual hiding outside of the state, and until they return the Senate lacks a quorum for a vote. They say they will not return until Governor Scott Walker agrees to negotiate the terms of the bill. Among other provisions, the bill would limit public workers’ right to collective bargaining other than for base wages and require them to contribute more of their pay to their pensions and healthcare. The police despatched by Senate Republicans on Thursday would not have arrested the Democrats, but the Republicans hoped the missing lawmakers could be persuaded to return.

Wisconsin Protests Draw Thousands Of Workers Fighting For Key Union Rights

MADISON, Wis. — On Friday, February 11, at the same hour that the world watched the former Egyptian president Hosni Mubarak resign his post, the newly appointed Republican Governor of Wisconsin quietly launched a ferocious attack on public sector unions — and the very notion of organized labor in America. For nearly fifty years unions have sought to safeguard and advance their rights through a process known as collective bargaining, which is the most powerful tool labor has for peacefully resolving disputes and ensuring workers a voice in negotiations on everything from fair wages to safety conditions and sick leave. The bill championed by Wisconsin’s governor takes dead aim at this process by stripping most state workers of many of their collective bargaining rights. Union leaders have responded uproariously, claiming that the bill effectively guts public unions of their most critical asset in a state that pioneered many of the fundamental fights for worker’s rights. Political chaos has ensued on both sides. State Democrats fled the state last week to prevent a vote on the legislation, while many Republican governors — some who already have similar bills on the table — watch carefully to see, if the bill succeeds, how they might pass anti-union legislature in their own states.

President Obama called the bill “an assault on unions.” On the ground in Wisconsin, the growing crowd of protesters portray their actions as part of a once-in-a generation struggle to shape the dynamic that determines what voice workers will have in the workplace. They feel the eyes of the world upon them. Last Friday as millions swarmed the streets of Egypt in a “Day of Victory” rally, a young man posted a picture on his Facebook page showing a sign reading “EGYPT Supports Wisconsin One World One Pain.” In many statehouses in America, there are heated debates about how to handle mounting deficits and difficult budget cuts. Governor Walker’s so-called “Budget Repair Bill” purports to address Wisconsin’s $137 million budget shortfall. In addition to removing most collective bargaining rights, Walker’s proposal would double the amount state employees pay for health insurance and increase contributions to their pension funds. Republican’s say Walker’s plan would save the state $30 million over the next three months and $300 million over the next two years. Proponents of the bill say that it is a pragmatic approach to difficult fiscal times. “I’m just trying to balance my budget,” Mr. Walker told the New York Times. “To those who say why didn’t I negotiate on this? I don’t have anything to negotiate with. We don’t have anything to give. Like practically every other state in the country, we’re broke. And it’s time to pay up.”

But labor historians, economists and policy makers say that addressing Wisconsin’s deficit is not the full motive of the bill. As they see it, what’s really happening is that Walker is seizing on an illusory budget crisis and using it as a battering ram to break public unions. “It’s a symbolically huge stab to see workers rights and mechanisms for conciliation being undone,” said labor historian Josh Freeman. “I think [Walker’s Bill] is about ideology, generally. There aren’t that many worker institutions left in the United States. It’s a real effort to take them down. And the budget is an occasion for this.” Indeed, in a conference call with reporters last week, leaders at two of Wisconsin’s largest state workers unions — the Wisconsin Education Association Council and AFSCME — said that they would concede all of Walker’s fiscal demands, if they could keep the right to collective bargaining. “We want to say loud and clear: it is not about those concessions,” said Mary Bell, president of WEAC. “For my members, it’s about retaining a voice in their professions.” Walker has rejected this offer. “Doesn’t work,” he told USA Today. “And the reason, having been a local government official, is we’ve got 72 counties, 424 school districts, over a thousand municipalities. And like every other state, or nearly every other state across the country, our budget is going to have cuts in aids to local governments.” But union leaders insist that there is always something to bargain over, even if it is only the ability to bargain itself.

“I think what people need to see in this is that it’s not just an attack on public service unions. It’s really a concerted attack by powerful interests that really want to see working class people be brought down,” said Rick Badger, the executive director of AFSCME’s Wisconsin 40 council. “Walker claims there’s nothing to bargain with. The message we need to get out there is that this could not be further from the truth.” As the crowd builds day by day, the tens of thousands who have showed up to protest Walker’s bill claim their actions are much more than a battle over increased health insurance premiums and a cut to their pensions. Those who have gathered for days in increasing numbers in front of the Capitol — in some cases, through the night, camped out inside the Capitol on sleeping bags and cardboard — characterize themselves as figures at the heart of the struggle for the future of the American worker. Other states are closely watching Wisconsin’s example. In Ohio, Republican Senator Shannon Jones proposed a bill which also seeks to eliminate collective bargaining rights for public employees and curtail binding arbitration rules for local governments. Last month, Ohio governor John Kasich said that if employees strike, “they should be fired.” In response, last week thousands of protesters gathered in front of the Ohio statehouse. Indiana is facing protests over a proposed Right to Work bill. Indiana has also proposed a bill which would limit collective bargaining rights for teachers. Union leaders and democrats are preparing for extended fights in both Ohio and Indiana.

“I think other states will be emboldened,” says Rebecca Givan, a professor of labor relations at Cornell. “If [Walker’s bill] passes there will be a ripple effect and states like Ohio and Indiana will move quickly. And other states will start to think that this is a viable option.” In Wisconsin, the demonstrations have been peaceful. Yet, Walker has attempted to pit law enforcement against protesters since his first announcement of the bill, which was accompanied by the suggestion that he might call in the National Guard to quell protesters. He told reporters at the press conference that the Guard was “prepared” for “whatever the governor, their commander-in-chief, might call for.” Additionally, in a move that might have further divided Wisconsin state workers, Walker exempted police and firefighters from his bill. Many observed that cops and firefighters tend to vote Republican and this might explain their exclusion. But far from turning on the crowd, Wisconsin police have acted as behind-the-scenes advocates for those opposing the bill in negotiations with state administrators. The protests have been peaceful, with very few arrests. But on Friday night, according to sources inside the Wisconsin Police Department, the state’s Department of Administration wanted to clear the Capitol building where people were camped out, singing, praying, and sharing stories late into the night. Those police assigned to the capitol refused to comply, arguing that as there was absolutely nothing going on and there was no need to act. After a “healthy discussion” (as one police officer put it), the discussion was dropped and those inside the Capitol stayed put. No group has been more loved at the protests in Madison than the cops and firefighters. Everywhere they go, they are trailed by shouts of thanks and cheers. Day after day, police officers, in their civvies, gathered by the Wisconsin Law Enforcement Memorial carrying signs pledging solidarity.

“This is not about the money,” said George Silverwood, a silver-haired retiree with a bright white smile straight out of central casting. He was with the police force for 32 years, deeply involved with union negotiations, and said he can’t believe what Walker is proposing. “I sat at that table and arrived at a contract and saw how well that worked, year after year,” Silverwood said. “Walker keeps saying, people shouldn’t be shocked. Well, we’re shocked. And we’re angry.” Jamie Leonard, 35, has been a Wisconsin firefighter for 13 years. He lives a 2-hour drive from Wisconsin, but drove down to join the protests last week and plans to go again this week. “I went to show support,” Leonard said simply. “We need to show that, even if we weren’t included, we support the public worker unions. We’re with them.” “[Collective bargaining] has been in this state for a long time, and not having that, there are a lot of unknowns,” Leonard said. “When you lose something, it’s like a nice comfortable blanket. You take that away, and you think: are we just going to be left out in the cold? How will we be treated from here on out? Benefits are one thing but rights are something else. And that’s what we’re fighting about.” Many police are suspicious of Walker’s real motives. Scott Favour, a Madison cop for 19 years exclaimed heatedly, “Governor Walker is not telling the whole story on what he’s trying to accomplish. It’s about breaking unions.”

Bahrain: “Saudi Arabia urges Bahrain to keep protesters at bay”

AFTER the most explosive week in its recent history, with seven dead and hundreds injured when troops opened fire on protesters, an uneasy truce is holding in Bahrain. Protesters have reoccupied Pearl Square in the capital, Manama, after the crown prince, Salman bin Hamad al-Khalifa, ordered the troops off the streets. The site now houses a sprawling camp of several thousand, with free-food stands and a barber doing a busy trade. From a small stage, a steady queue of speakers call for the downfall of the regime. A new youth movement, astonished at the speed and size of the protests it organised over social-networking sites, is finding its voice. The crown prince has now called for dialogue. His father, King Hamad, has announced the release of 23 political prisoners, including Ali Abdulemam, a blogger prominent in the youth movement, which the opposition parties had demanded before they would talk. This concession may not be enough. In the past Bahrain’s opposition groups have demanded a democratic constitutional monarchy, knowing that the king is supported strongly by other Gulf rulers. Now, however, three groups have called for revolution, saying the rulers cannot be trusted and dialogue is a trick. Meanwhile, the government is rallying its own noisy supporters.

“Doctors report 17 dead in Libyan city of Zawiya”

Benghazi, Libya (CNN) — Doctors at a field hospital in Martyrs Square in Zawiya said Friday that 17 people were killed and another 150 were wounded when government forces attacked the city. They predicted the death toll would rise by morning. Six pro-regime soldiers who were captured said they had been told that the city was being run by Arab militants and it was their job to liberate it, according to the doctors, who asked not to be identified. The soldiers added that they had been misled so that they would fight against their countrymen, the doctors said. By the end of the day, the situation was calm in the seaside city, they said. The casualties were announced shortly after Libyan leader Moammar Gadhafi accused followers of al Qaeda leader Osama bin Laden of brainwashing the youth of Zawiya with hallucinogenic drugs, resulting in the unrest. “They put it with milk or with other drinks, spiked drinks,” he said. After taking the tablets, “they attack this police station or that one so they can steal from there the criminal records.” He pleaded with the protesters’ mothers to track them down in the streets of the coastal town about 55 kilometers (about 35 miles) west of Tripoli and take them home. He added that he had ordered an end to the violence there, but his order upset his security forces. “They told me they are being shot at and they were doing it in self-defense,” Gadhafi said. “Why do you give us orders to stop?”
